I searched around the forums for the right answer...I may not be using the right word for the search but I hope you guys can help I grabbed the following from one of my seraches and it best describes what I am experiencing....I read that there was an easy fix for it but no one went into detail on how to fix...:
"The climate control?? I turned it on and it blew cold and hot, but seemed to be stuck on defrost and blowing air where your feet are. When changing to the vents, nothing happed. Fan started to go faster, but did not change from defrost to vents. .......this happens and as soon as the car is driven a little, it changes over. "
Also take a look at the vacuum check valve on the right side of the engine under the plastic cover. Its has 3 hoses to it and provides vacuum for the A/C vents and the cruse control. See if it is cracked or falling apart. The part is under $10 from GM if it is bad.

Digital disaster has the problem nailed. The problem is that the controller gets its vac source from the intake and over time the gases and vapors make their way to the manifold on the controller and degrade the plastic on the nipple. My solution odd as it sounds was to use a small drill bit and clean it out but mine wasnt that soft yet. I've also used a small brass connector like the ones used in commercial HVAC contol lines and its the same diameter as the nipple and same length too. I cut the nipple off and using a 1/4 inch drill bit was able to carefully hoolow out a depression where the old nipple had been and allowed the brass nipple to sit snugly in the depression. I used household everyday superglue to secure the brass nipple. 2 years later it works like a champ and switchs the vents instantly. If I could host the pics I have em of the brass nipple I used.
the 96 problem is definately those rubber nipples.
I just installed the hard plastic nipples, and ALL FIXED !!!!
and I tried everything before to get good vacumme, nothing worked.
and GM wants $1125 for a 96 controller box !
I have an extra box on sale in the parts section.

That's what mine turned out to be as well. Saved a lot of $$$ when I bought the car telling the guy I needed to spend big bucks to get it fixed
