The feature is available in the chip for both an auto and manual car. You would have to burn a new chip. Another option is installing a MSD digital 6 or soft touch rev control ignition controller. I am pretty sure both of these allow for a rev limit to be set.
The $1F xdf file I have only lists a speed based fuel cut.
It should be possible to convert this to an rpm based limiter if you hack in the address of the rpm signal instead of the mph signal and correct the resolution.
Get the latest def file from TunerCATS. The $1F file is currently at revision W. Just email TunerCATS. See under "ECM Constants" table: "Highway Mode Spark RPM Disable Thresh" is set at 6350 RPM. Haven't been able to confirm but I think this is the rev limiter.

Highway spark is different from rpm limit. Sorry to the original poster, my 6E chip has an rpm and speed limit available and I assumed yours was the same.
