Electrical / grounding problem

I still have light flickering from all lights in my 87 and static on the radio when I hit the brakes. I was advised that it could be a grounding problem and to clean the grounds...any ideas of where to start?

Let me add that I changed out the alternator and the battery terminals are clean and tight.

The main ground wires are behind the dash on the passenger side dash.
The ground bolt with all the wires on it should be about a foot over to the left of where the dash pad starts in the center.
