Um actually your wrong. My father was brought up on a farm. I go to a "reckneck/hillbilly" school and I love it there. Alot of my friends are country, my ex gf was semi-country/prep. I have no problem. I have gone off roading in my dads jeep. Its not jacked up but its still a blast. I have gone in those high up trucks and it scared the **** outta me. I wasnt meaning it in a disrespectful term and I am sorry if you saw it that way. I was just merely expressing the way i was viewing raising a vette like raising a pickup truck/jeep. Its his car and there trucks/jeeps. Have at it. Either way its not affecting me unless I ride in it with them and it sure is fun looking down at the cars when your cruising.
A pair of Hi Jackers Air Shocks at the front would do the trick without modifuing anything else. You would also be able to adjust ride hight at the front very easy when they are installed.
I don't know if there are any 'bolt on' Hi Jackers but it should be easy to find a pair to modify.
I don't like the C4's stock ride height in fact I hated how high my vert was stock and slammed it. However, it your car and you can raise your rear by tightening the bolts and/or placing more shims above the rear spring (between the diff and spring)
The front can be raised with new springs (especially if yours is sagging/delaminating) or by placing some spacers above the spring (between the spring mount and the crossmember kind of like on the rear) You may need to replace the mounting bolts on the front with longer ones if you use the spacer idea.
If you have the money coil overs, hydraulics or air bags are options too.
Being you already have some alterations up front, how about adding some type of caster under the front spoiler. Hopefully it would be non-visable and could "slide" you over the bumps.

my 1991 zo7 vette here in Australia is lowered all round with coil overs as you would of seen and it is low!
i have designed/tested a product that i have called a " roller lift " tm product that attaches to the front lower part of the car each side that works just beatiful!
it is similar to a solid castor wheel and attaches by a bolt/nut with ease!!
this product is fitted to my car and has been for the last 1.5 years!!
and i am thinking of going into production with this kit and marketing them to the corvette public as such!
it is great that works awsome and saves the lower front part of your car from getting scratched/damaged and i would be lost with out due to some such sh*it drive ways around the place!!!
it lifts the car up just enough as im driving slowly forward over the nausty drive ways/bumps e.ct. and clears the bad angle to the front is clear and then away i go!!

my point was raising the car will hurt its performance and handling characteristics.. I know options 2 and 3 were absurd - I was trying to make a point.. maybe too harsh..
In all seriousness make sure the car hasn;t been lowered already.. stock ride height should work just about anyplace in the USA.. I traverse some tall speeds bumps daily.

QA1 shocks can be adjusted for that 1/2 inch height you are looking for. I have a similar problem with my C4. I have been considering QA1's in the front and regular Bilsteins in the rear. They run almost $200 each however.
If the car is primarily scraping the front, remove the black trim below the front bumper cover. If it is still scraping (frame rails), buy a "fat daddy" frame saver
My advice would be to have the driveway poured to better suit the angle needed. This is probably cheaper than adjusting everything on the vehicle. Plus it will make the property more convenient to access.
