When I first press on the brakes it goes down about half way and if I press on it a second time it feels really good. My friends '90 does the same thing?
Has anyone had this problem and if so what is the fix?
Do you feel any pulsation in the pedal when they are applied? If it were drum brakes they would need adjustment. I'm assuming you have 4 wheel disc. There might be excessive runout causing the piston to be retracted too far into the caliper. Have you checked to make sure the caliper is not binding on it's mount? Are they spongy at all even on the 2nd pump? Any additional info will help at this distance. bf
Does the pedal sink when holding the brakes for an extended time like at a long light? I am also going to assume the master cylinder reservoir is full.

If there is no air in system, and the master is full, then the 2nd pump is just taking up piston travel somewhere. Grandsport might have it with the parking brake idea. Good Luck. (I have to sign off for now) bf
This really sounds like a bad master cylinder. The pedal will be soft, but if you pump the brakes a time or two, they come back. Mybe as soon as your next stop, the pedal will go away again. However, if it was a one-time-only thing, it's probably air and you just need to bleed all four calipers.
