I believe the secondary fan kicks on at 228 unless the AC is on. If the AC is on then both fans should be running.
I see normal operating temps from 190 to about 205 on hot Texas days. Sometimes, when stuck in traffic I'll climb up to 230 but as soon as I start moving the temp quickly comes back down to around 205.
