jump A and B on the ALDL (two upper right terminals) and then turn the key "on". You should hear the fan come on and the SES light on the DIC will start blinking. If none of this happens, you might have a wiring problem between your ALDL and ECM.
The ses light does not flash. I dont think my DIC is working properly. It says security and low coolant but is it suppose to light up a corvette logo in the background? Because mine does not.

and the service engine soon light should blink once, pause, then blink twice quickly. It should do this 3 or 4 times and then flash a different code, if there is one stored in the ecm memory.

There is no corvette logo to light up. Are you jumping "A" and "B" with ign on, motor not running ?? If so, do you hear the cooling fan come on ??
Oh, and you won't see any numbers come up.
The SES light will flash once, pause, flash twice. That is a code 12, it means the ECM is doing it's thing. It will flash 12 three times, after that it will go through the codes, flashing each of them 3 times. Read the link I gave you.
