This 87 has a problem . Sometime headlights don't open. Sometime don't close. It's a crap shoot. Sporatic situations like this are hard to nail down. If anyone has had this happen I sure would like to know how Ya fixed it.
Thank You.
Carl
My 86 had dirty intermittent connections at the headlight motors. I'd unplug check and clean the connections first. If this doesn't solve the problem start working your way back through the harness that controls the motors. There are 3 relays under a cover on the inner fender panel down by the headlights. I believe one controls each motor R & L and the 3rd is an isolation relay. You may want to check connections here too and maybe swap the identical R & L relays to see if the symptoms change. I'm not quite sure what the isolation relay does. I think about the only other thing in the circuit is the headlight switch itself. Maybe someone more knowledgeable will chime in.

I cannot help you much wrong manual. Voltage is applied to the light Switch at all times. When the headlight Switch is turn "ON" voltage is applied to the head light, At the same time voltage is applied to the Headlight door motor assemblies, which allow the door to open.Like he said check for bad or corrosion at the connector terminals,Make sure your ground is clean and tight all,I had problem with some grounds.Your headlight control module if bad will only open and close one, But your not having that problem. Sorry not much help, I would check all my connector and not rule out the switch. When i had problem i got my manual check everything with a test light.
