If his dash lights will still come and everything when he turns the key "on" even with the missing pellet, he should be good to go.
All he needs now is current to the starter to spin it. My method bypasses the VATS. The spark cutoff only occurs when the VATS is actually activated I beleive. So I don't think the car will "know".

Not true! VATS closes the start enable relay AND tells the computer to pulse the injectors. If you jump the start enable relay, what good will cranking an engine whose injectors are disabled? Ans: It doesn't do any good.

I did exactly that on my car when I was stranded in a parking lot. If you leave the key in the "On" position with the dash lights on but engine still off, then jump current to the starter, the car will start.
I believe the VATS cutts off the injectors when the correct key and pellet is not present in the ignition switch, when someone is trying to start it. This is why I think if he's missing his pellet it might not work. But if you're pellet is there, I know this works because I've done it.
You're telling someone who actually did it, that this won't work. I got around like this for a few days untill I got the relay replaced. I don't know what year your car is, but this should work on the L98.
Further more, this exact same procedure is mentioned in the Haynes manual if you car is not starting. That's where I got the idea when stranded in the parking lot, and it worked.
I'm not sure if the OP can do the same with a missing pellet or not. He'll just have to try it and find out. What I would like to know is if his digital cluster will light up when he turns the key "on". If it does, I would just try jumping voltage to the starter and see what happens.
