Average MPG not averaging out

Average MPG not averaging out
On my 1984, the Average miles per gallon is not calculating and holding. Is there a battery in the ECM that stores this data? Is it done by a separate module?

I don't know about a separate module, but I doubt it. If you reset the average it will change quickly and then the more miles you drive the calculation results will change slower. I reset @ every fill-up because mileage back and forth to work is less than 1000 mile interstate trip

No, There is a real problem with this. It has a tendency to either be at either 12.8 or 25.6 mpg and that is at a stop. It changes frequently. Once I start driving, it looks like it is taking the instant information into account but when I stop again, it will slowly go back to 12.8. It is the weirdest thing.
