Does the fuel pump need distributor reference pulses to stay on all the time?
I'm doing a carb conversion to the dark side and I need to keep the pump running constantly, i'm using a stock pump with a regulator and some nifty an lines

I'll take a stab...and say NO, the ECM needs the pulses from the dizzy to fire the injectors, but I don't think the fuel pump is tied to the distributor at all.
i haven't installed the ignition or anything yet, but when i turn the key to on it jumps up to 6psi for 5 seconds then drops down to zero as the pump cuts off
Yes, it is normal for the fuel pump to prime for 2 seconds when the key is turned into the run position...if the distributor reference pulses are not seen by the ECM after the first 2 seconds the fuel pump relay drops out.
i have relays under the hood for the fan (aftermarket controller), and some other stuff.. could i just use the signal that turns the relays on with the ignition and run it right to the fuel pump relay?

I have no idea what year you have, but it uses an oil pressure switch to power it in addition to the ECM command.
So all you need is a manual switch to run it while you turn the key... when there's no oil pressure. Or else wire the relay to the ignition switch.
Stock setup uses a ground input to the relay. So ground that permanently and switch the 12V input instead. GM screwed with the relay connections, the fp relay is connected differently than the fan relays.
