I am new to all of this, so bear with me. I have an 86 aluminum head
L98 and am wondering what if any tools and or software is out there to allow me to scan and to make changes in my ecm or in my chip? Can anyone with some patience help out a newbie? I am very mechanically inclined and have been a drag racer of snowmobiles for years and have played with efi controllers and nitrous on sleds, but this thing is all foreign to me! Thanks.

First, get some scanning software, and a laptop. As I remember, the 86 prom is a 32 mask, and will scan at 160 baud....you could use winaldl (freeware), or my favorite TTS Datamaster (get the demo, and it gives you 20 free scans). you'll need some editing software to make changes to your .Bin file (this is the programming that resides on your chip). I would recommend reading your original chip, and saving the resulting Bin file, just in case. I favor TunerPro RT (also freeware, contributions accepted). Then you need an eprom burner, and some eprom chips. the 86 can use 27SF128 eprom chips (you'll also need an eprom eraser if you use these), or you can use the newer electrically eraseable chips (don't require the eprom eraser). I use a Willem programmer, a little harder to get up and running, but cheap, and reliable. Then, all you have to do is read, read, read, and read some more, so that you'll understand what all the programming is doing, and how it relates. I've been trying to understand for a good while now, and I'm just beginning to see how things interact. I'm still a long way from being very good, but I'm making progress.
Newbie here, but I can offer what works for me.
For scanning, I'm using an old laptop with windows 98, home built cable and Datamaster.
For bin work, tuner pro, and for burning, Moates Burn 1. Buy the erasable chips(27SF512) and the Burn 1 from Moates.Net, you won't be sorry.
Thirdgen is the place to read up on this stuff, lots to read.
Have fun
I am now tuning my '85 with my laptop. The idea of having to burn and install a chip everytime I wanted to make a change about stopped me. Instead I installed a newer 165 ecm (already in your 86) and a flash e-prom. There are several out there, but I chose the PROMINATOR from Speedtronics (do a search over at third gen). To make a change I just edit the program on the laptop, hook a cable from the laptop to a parallel port mounted under the dash, and upload the new program. I also installed a rotary dip switch that can hold 8 programs at a time! I am also running an '89 program edited to work in my iron head '85. This works with the auto alot easier than the 4+3.
