Default 88 windshield wiper ops

I have an 88 I bought in March and the wipers have never worked properly. There is no delay or low, only high and when shut off they stay in the position they are so I have to play with the switch to get them down. I have replaced the switch in the door and put a pulse board from a 96 guarenteed(I bought the complete motor). The fuse looks good. I don't drive the car in the rain, but here in Ohio you never know. Thanx for any imput

Hmm, wonder if this is an "88 model" issue. Now that I read this thread mine will probably go out next week.
