when replaceing my optispark in my 94 corvette lt1 do I have to have it at tdc.

No, the opti is keyed to the shaft. Pay attention to the coupler. Orient it the same way that you removed it. This will insure that you do get an oil leak on the seal. BTW, is the seal still good? You will need the factory installaion tool to install the new seal. This seal caused me more problems when I replaced my opti.
