I have a 1984 Corvette and I recently changed the carpet in the entire car. This required removing the panel under the drivers side dash, exposing a lot of wires. After putting the carpet in place, I put the panel back on, tucking the wires underneath it. I started up my car yesterday for the first time in awhile, and now I notice that although my turn signals work for a left turn, the right side is hampered. The back right taillights still flash for a right turn, but the front yellow right turn signal does not. I know it is not a broken bulb because they come up when I open the headlights. Did I knock a wire loose? Or break one by accident? If so, what wire and in what location should I be looking for, and how do I fix it?

The turn signal flasher works on current. More current faster flashing, low current slow or no flashing. Under no flashing mode (too low current), the turn signal lamps will stay on, so you can look to see if all of the lamps on that side are illuminated. Burned out turn signal lamps can cause no flashing.
I'm positive the bulb is working, because when I use hazard lights it will just glow orange instead of blinking! All bulbs are working fine. Like I said, I think it's a wire I touched under the dash. Is this even possible?
The hazard function has its own separate flasher which also works on lamp current and you say it too doesn't flash which is further proof that you have one or more lamps that are burned out. Moving wires out of the way will not cause what you are experiencing.
