It's a 96, it should be an LT1.
I agree with nitrous, put a bottle on it and call it a day.

if you want the power all the time i would say a converter, and ported heads/cam should get you well into the 12's with some drag radials.

Nitrous is cheapest followed by a torque converter. I'll say 3000 or 3500 stall without the juice will get you there.

Long tube headers, exhaust, dyno tune it and you should be well on your way. A converter would really help too.

Some 1.6 roller rockers, headers, dyno tune, and drag radials might put you pretty close if it's a strong car.

3.73 gears and a 2800 stall converter should achieve mid 12's on that car. Since it's a daily driver maybe a 2200 stall. Spray it and achieve mid to low 11's. Car maintains stock driveability until you hit the nos.

3000rpm Stall Converter (TCI StreetFighter is nice)
3.73:1 Rear End Gears
Long Tube Headers
+ Dyno Tune
That right there will get you damn close to mid 12's on an LT1 corvette.

I can lead by example. I turned my 92 A4 LT1 into a mid-12 second car, and it's still my well-mannered daily driver.
See sig for complete list of mods. Basically, the 4 most important mods were:
1. HotCam kit with 1.6 RR's
2 LT headers and low-backpressure exhaust system
3. Gears. Now I'm running a Dana44 with a 3.33 gear ratio
4. Torque Convertor. I'm running a Precision 2600 stall TC
You need good traction to get to mid 12's. I routinely run 1.69 to 1.72 60-foot times, so I need good drag radials and a line lock so I can heat 'em up. Electric water pump also helps, along with a fan switch.
