i have a 1996 lt4 and it is dying at idle sometimes and the other times bogs down and almost dies it just got a new opti and coil and now this is showing its ugly head soon after. I took the iac off and tried to clean it but it is really stiff and will not move freely so my first question is. Is the iac meant to be like that or not? and 2nd do the symtoms sound like a iac?
The symptoms could very well be the IAC. If you pull it off the car, you'll notice it doesn't freely move. It's not designed to, so don't worry. That pintle screws in and out, so you can't just press it in.
Take the IAC off and shoot it good with some brake or carb cleaner. Let it soak in and really decrud it. Put it back on the car and do a reset:
Lightly holding the throttle open, start the car and hold the throttle at that position for 10 seconds, then shut off the car (release the throttle too) for 30 seconds. This will reset the IAC.
