VATS key
I replaced the key cylinder, it had a two very small yellow wires in a black
cover with a female plug at the end of it, the old wire was cut at end. Do
anyone know where this wire plugs into, because the car will not crank with
the key, all dash instruments work with the key in the on position, but will
not crank. Where does those VATS by-pass plugs into this may be the
same plug.

Always state the year of your car when asking for tech advice!!!!!!!!!!!!!!!!!
The ignition switch has two spring loaded contacts that make connection with the pellet in your key. The wires from these contacts goes down the steering column and in my 87 come out the bottom under the carpet. There is a plug under the carpet and you can connect an ohmeter on the wires coming from the steering column and see if you measure the same as your pellet, showing that connection was made with the pellet. You can personally defeat VATS by clipping a fixed resistance onto the wires going to the passenger side (VATS module). Don't leave your car this way because a thief can bash your column and jump the ignition and your car is his. My mechanic replaced my ign sw, so I don't know what the connection or the wires to the pellet contacts look like, but I recommend that you get the ign sw pellet wires fixed as soon as practical.
