Isn't it great when they incorporate something like this and then don't offer guidance? My copper gaskets are flat on both sides and so I never had this issue. However, I see gaskets like this frequently in the things I work on daily. In your case, here would be my choice and why. Your heads have the largest surface and are much less subject to change. Put the raised side towards the header's flange.
Ok so now im torn....just spoke with summit( i didnt think there would be someone there so late!) a girl told me the raised side towards head. She sounded kinda sure So do i listen to Ck or the summit girl ?? ..if anyone else has had experience with the summit copper lt1 gaskets let me know...

hey CK what did you do for the 3rd o2 sensor? the ones i got have no cats, and there is only 2 o2 sensor spots? I appreciate your guidance on this!

CK you da man!! i called back and spoke to a guy that knew what he was talking about and confirmed what you said! i knew i was in trouble with that girl

I installed mine with raised to header flange......but only after I matched it to ensure a good spread. It made sense at the time.....and when someone like KC confirms that thinking......I'll stay with that idea.
My guess is that because Summit sells a few different header designs (D port vs. Round) for C4's their safe bet is sealing to the consistent head surface (as KC mentions) instead of taking a chance?

The third o2 sensor on the 94/95 cars can be eliminated without a problem or thrown code.
