I noticed today that my 1984 leans about 1 in in the drivers side nose. Meaning that the measurement from the ground to the highest part in the arc of the front wheel well is about 1 inch different from the drivers side and passengers side. drivers side is lower 1 inch. could bad shocks cause this? Yes I am a fat guy and no I was not sitting in it at the time.
Assuming that your car has the original setup and not coil overs, shocks can not affect ride height. So no. Bad shocks can't cause one side to be lower than the other.
There is a single spring for the front of the car. This spring is what holds the car up. It is transversly mounted and made of space age good stuff. They do wear out and they can be replaced.
Is it possible that a PO installed a lowering kit? If so, then I'd check to make sure that the spacers were the same on both sides.
Also, only the drivers front is different in height. the rear (both sides) are equal in height. Just the drivers side front is lower than the passenger side.

For some reason ever since I replaced my shocks in my 95 vert, the ride height is slightly higher than before replacement. I used KYB shocks. The shocks are in about 4 months. They should have settled by now
