1. go back to the mechanic and get some restitution for his screw-up
2. finish the welds and send the headers to jet hot ( can't tell if they are currently coated ). they will look better, keep heat out of the engine compartment and help the engine run better.
Speaking as an ex chef if anyone braised my headers I'd make them eat it.I chopped mine off as well and brazed up the holes and some black hi temp paint and I can live with it.
I wrapped mine. I did this for more of a heat issue than the look BUT they look better than they did just painted. Some people do not like wrapping headers and say it will cause them to rust out or crack. I have wrapped headers on MANY of the cars I have owned including my Buick GN's and never had a problem and when I pulled the wrap off they looked the same as the day I wrapped them.

Tig or mig the holes and sand them flush, then check your local powder coaters and see if they do ceramic.
