blower motor problem

1990 coupe L98

The a/c heater blower motor runs constantly with key on or off. I have tried to locate a relay, according to fsm it is located on blower housing but I see no relay. Only way I can shut off is by pulling power to the reostat. Inside control setting has no effect. Any suggestions on where to start?

Thats usually the blower control module. Pretty easy fix. Its at the top of the evap housing.
