Default Heavy brake effort

I pulled my 86 vert out of the garage for the first time this year. The brake pedal requires an extremely heavy effort and never really works that well. I verified there is vacuum to the booster. I also removed the master and verified the ram for the booster is moving. When driving, it does not appear to pull to one side to indicate a stuck caliper. If you push on the pedal with both feet is will slow the vehicle somewhat, but obviously not like you would expect. Any ideas? Maybe still the booster?

Sure sounds like the booster. Often when a booster goes you can hear it hiss when brakes are applied.

I have a near brand new metal one out of my car that I can sell. I removed it to go to manual brakes due to my cam that doesn't create enough vacuum for the booster. Its in perfect shape and WAY better than the plastic ones that are prone to cracking. I think it was around 140 new; I can sell it for 70 if your interested.
