The mileage is stored in the CCM, under the dash behind the radio. Only a TECH1 scan tool can program a CCM and only before it sees 100 miles. After the CCM sees 100 miles it is locked for good.

Thats not true. I've been researching this very thing as of late for my 91 dash swap. I've spoke to numerous members now who have had used CCM 's reprogrammed for their miles.
I dont know about changing milage, but the speedo/odometer can be disconected. Kind of. It can be done on a manual, but when done with an auto, because the transmission looks to the speedo for shift points, makes the auto almost undrivable.
Yes it is and you can get in a lot of trouble for doing it, but i have seen it done. I've seen guys backwards in leases and they will do anything not to buy the car. The over mileage charge can be more than the car is worth.

In a C4, it's flat out wrong. The mileage is not stored in the PROM in a 90-96 Vette. It's in the CCM.
I don't know about the later cars 94-96 but on a 93 you could disconnect it or render it inoperable in about 15 minutes. You would spend longer jacking the car up than anything else.

I agree with that and the chip inside the CCM can be reprogramed. I used to call on the companies that reburbish the electronics for GM, Ford and Chrysler. They can set the mileage in the new CCM to match the old one. When a car gets a new cluster or CCM a sticker gets placed on the drivers door stating that the cluster has been changed.

If that is true than anybody can reset their mileage any time they want to. Tech 1 tools are on ebay for less than $500.00 all day and night. So you might as well forget about LOW MILEAGE cars?

I'd be skeptical of any low mile car, not to mention buying a CCM on ebay out of a low mile reck will do the same thing.

Not exactly true. This is generaly done but not always and is not always required by law
if its truly a low mileage car, there should be a paper trail of service records that can tell the story. that along with your eyeball should give you a pretty good indication on the milage accuracy.
I am pretty shocked that it's this easy to tamper with after reading this thread.
I guess in the end, there is still a level of trust that must be given to the seller.
