IAC valve may be dirty, does the idle surge at all? You can clean the TB while youre at it with some TB Cleaner and take the IAC apart and clean it.

I agree, first look to the IAC for an idle issue, especially if you have no other problems like drivability or power loss.
Clean the TB, the IAC and it's bore under the TB and reset the TPS and IAC.
