I sent my 1991 instrument cluster to Gene Tabor and didn't have a good experience. Short story: after he had it 3 weeks and he hadn't looked at it, I asked him to send it back and received it 3 days later.
I ordered a used one from 20th Street Auto in Phoenix. Their link is: http://www.20thstreetauto.com It cost $150 plus $25 shipping and arrived in 3 days. Today I'm trying to install it and can't get the tack or gauges to work. I put my old one back in and have the same issue. This issue I had with the original was the digital display was acting up. Now that is working fine but as I said, the tack and gauges don't register. Do I need to reset the computer?

UPDATE: Screwup on my part. I had forgot to replace the fuse. Now I'm happy.
My first experience with him was fine when I purchased a new cluster.
This past year when I sent it to him for repair he called me to say that it was fixed.... BUT he ended up fixing something that I didn't ask him to fix... ended up costing me $275.00 that I didn't need to spend.
If you send it to him for repair I would put a tag on it with the problem it has, so he fixes the right problem and not something else.
The problem is that I can't see the gauges except when I where polaroid sunglasses. The gauges are working but they're washed out.

^^are we to assume that you replaced bulbs in the PCB arrays?
"washed out" means two things I've noticed. One is that the bulbs are burned out and you can only see the readout when a light is hitting. Two, the glass in the Liquid Crystal is sunburned/darkened not allowing the back lights to get through.
Could be sunburned. I also had the light-sensor in the corner of mine go bad. They'd work at night, but I couldn't see them in the daytime because the dash didn't know it was daytime and wouldn't brighten up. I bought a different sensor from RadioShack and a couple resistors and it fixed it right up.
Try this, turn your headlights on in the daytime and see if your dash gets brighter/readable. That means your light sensor has gone bad.
