The '89 and later L98's that had it deleted had a revised program to give extra fuel during cold starts.
I deleted mine and before I reprogrammed the chip had no starting problems given low temp here is 60.
Only problem for you is you need the plug ( from TPiS ?) to fill the hole in the runner left by missing CSI as well as a cap for the end of the fuel rail.
Plug hole unless your intake has it deleted and plug the rear fuel rail on drivers side.
You can operate without it. The car may crank a little longer, but it will start without it. The SuperRam does not have it, so all of us with the SR make due without it. My computer chip doesn't have any allowance for this being removed.
The car will still run just fine without it. When it gets colder out it will be harder to start though. You could also upgrade the computer to a '89 but you'll have to change some wiring and plug the hole.
