95 running bad

I have some new info, and a new question.
first, I put a scanner on my car, as it is running, the check engine light comes on if it is hooked to a scanner. this in essence puts it into limp mode.
car does not run bad outside of the limp home experience, which is chugging and poor acceleration.
here is my question,
my O2 sensors, are reading very high. 850-1075 and do not change much (+/- 250 MV)
when I floor it, the right moves from 875 to 800 and thats it, the left moves from 1075 to about 860, no fluctuation, no changing of values, nothing.
it has a bad miss at part throttle, but if you get it out of overdrive, it runs "OK" but not quite up to par.
it is getting around 21MPG average, low for its usual of about 26 and HWY MPG has dropped from 30+ to around 26.
when it is cold (open loop?) it runs better but as it heats up, it gets worse. (closed loop, O2 sensor input recognized by computer)
question, what is the normal value of the O2 sensors and what is the fluctuation range suppose to be.
I know in my GN it would bounce from 200 to 1200 constantly and then steady out when under acceleration.
any thoughts, input or guidance is greatly appreciated.

I immediately took it home, changed spark module and coil with new units in less than 1 minute, and took it out again, still missing. so it is not them.
could it be the opti? cap gets hot, splits? opti gets hot and the opti pickup pukes?
I am at a loss except changing the opti itself. I dont want to keep tossing parts at it, even though it needs them all for a maintainable perspective but I just want it to run right.
of course, it ran fine long enough to put some smack down on a trailblazer SS that challenged the power.
he got smoked, twice.
and then it started missing.
