I have off, on and start, no selection to turn the key back beyond off to play the radio, etc.
Just wondering if that is the way it came or if I have a bad one.

You may be able to fix without replacing it, I found a worn place that was catching on the spring pins that keep it pushed outward, filed it down and it's been fine since.
Realize you are dealing with 2 items.
The switch mounted at the bottom of the column and the key mech .A rod connects them together.
You may only have a problem with the key not rotating correctly to operate the switch.
Suggest you disconnect rod from switch first and see if key will rotate to *** position before replacing switch.
