Why do the big Corvette tuner's build 383's instead of 396's? Neither Lingenfelter or DRM will build anything but their 383's. The 396 is certainly attractive to me because its basically free HP/TQ. MORE charges the same for a 396 as they do a 383. :)
The 383 gives a better rod ratio. Rod length/Stroke The higher rod ratio means less stress on the rotating assembly and more time at TDC for the piston. Also the pin is pushed further up in the piston with the longer stroker. So the 396 may not be as reliable as a 383. Several 396 motor have lived long loves on the street and track NA. I don't like the idea of a supercharged 396.
South Georgia has a very good reputation in ZR1 circles don't know about our LT cars.
MORE built a 383 LT4 for my old roommate's dad. He was very happy with their work.
Talk to Jeff at Thunder, Grimes and Elite have built good motors locally. I would look into getting some ported heads from Speeddemon on the forum and having Elite build the motor.
Also while youi are doing the motor add long tubes.

I have talked to alot of tuners in the past week (DRM, lingenfelter, SGC, and MORE perf). What I have found is, it is nearly impossible to spend less than $10k on a 383 or 396 conversion (when your letting a shop do it)
This being so, Lingenfelter's price isn't so far off. Yesterday, I called Jay Dobbins who was kind enough to answer all of my questions about his experience with Lingenfelter. He's got their 383 package on his L98, and is making some REALLY impressive horsepower from the package alone. I'm talking with Lingenfelter some more today. I'll keep you posted.

Real pleased with my 396 MTI Stroker Motor. The GMHTP magazine articles on the MTI 396 have been very informative. I would suggest you get the back articles from January and March 2000 on the engine buildup. Even if you are not going to MTI, they are good articles on Stroker motors. Thunder Chicken dyno'd at 421RWHP/414RWTQE with 24# injectors, mild cam and shorty headers. The engine currently has 40,000 miles on it per the latest article. My cost was alot less than the numbers above.
I would have Elite motorports 770-383-9402 locally do the motor. Andy owns the shop and is in Cartersville. Buy the heads from http://www.speeddemonmotorsports.com/ If your car is registered in Dalton the emissions test is not a concern so go with a fairly large Galant or Comp Cams cam. Then Jeff and Grant at Thunder can do the install. You will come out much cheaper than a tuner doing the motor.
But if you want a tuner to do the motor. I think http://www.atlantachassisdyno.com can install a MORE engine and keep all of MORE's warranties. MORE and MTI Texas would be my top choices on tuners. They seem to turn the best numbers. Both have very good reputations as well.
It sounds like you have decided on a tuner. If so, what is the verdict, and what displacement are you going with?
It's not official, but I just got off the phone with Tim from Lingenfelter, and I think I'll be sending the car in for their 383 :) In this case, I've decided to wait a few months to compensate for the additional cost. I'm convinced it will be worth the wait/cost. I'll keep you posted, and thanks for the recommendations!
