My '91 L98 used to throw Code 32 because the EGR system was removed. Also used to get 30MPG on highway. Got stuck in a summer traffic jam and engine got pretty warm but nothing dangerous. About a month later, injectors died, maybe a coincidence, maybe not. Had injectors replaced, OEM 21lb Accels.
Code 32 is now gone and my mileage dropped 25%! I keep thinking that Code 32 being gone is a symptom of the mileage issue but everything checks out, timing, O2 sensor.
Why would I not get Code 32? The the EGR system has been removed, so why no code any more?
First, I've heard some guys get/some don't get a code 32 after the EGR has been removed. But the first thing I'd be checking is the CTS, it's a part that can affect a code 32 being thrown, second it can affect mileage. Another thing I'd check would be the TPS, which can also affect mileage and also cause a code 32.

Before I had the EGR tuned out DTC 32 showed up very rarely. Don't know the answer to your question other than specific conditions have to be met for the code to show up. I believe it's the MAP pressure.
After a quick search on the Z forum someone else confirmed what I was thinking about your mpg. If you pull the EGR you could get some unnoticeable knock. The knock sensors should correct for it by pulling timing. Pulling timing could reduce fuel economy at cruise speeds. I'm not sure if it's enough to show the 25% change you are reporting. Someone else stated that if you zeroed out the EGR timing advance table then you would not get knock condition. This is how it was explained.. "There is a table in the PCM that adds timing advance during EGR because the introduction of exhaust gases while the EGR valve is open slows down the combustion so the combustion must be started earlier." I'm not sure how this may apply to your 91. I would verify this with a tuner or post in the tuning section.
