Default Cruise control

My cruise won't actuate. This is an 87 auto w/25,000 original miles. The car looks like showroom inside out. This topic seems like a black voodoo art any help would be appreciated. Yes I did the search, no love.

What works:
Vacuum
Brake dump switch
Brake switch
All hoses and connectors like new
Fuse good
Holds vacuum and when I blow in the dump switch it holds.

How do I check the stalk? at the servo? If so what color wire does what? Any other suggestions?

I'll tell you what happened to my 86.
My cruise control was the only thing that didn't work.
Just to the right of the brake booster and almost to the distributor, down around the intake manifold, there is a "Y" check valve for the vacuum system.
I looked at this "Y" a bunch, and finally took it out of the car to make a ops test, when I turned it over, and the back side looked like it had been melted away. It was brittle and obviously had gasoline in it at one time because it smelled like it. ( I don't usually smell car parts)
I replaced it, and my cruise control worked perfectly.
