Got your foot on the brake? I can't recall if the standards had a lock out then or not. From what I understand it didn't last long.... Aside from that it sounds like it's gonna be internal
Interestingly enough I had a problem with my ZF a few months back. I would row through all the gears, but once in 4th, it would "lock me out". I couldn't shift up, and I couldn't shift down. I would have to come to a dead stock to get back into 1st. The tranny would do these repeatedly, and even do the "skip shift" into fourth and again lock me out (this time not allowing me to go into second or third).
Regardless, the problem was with the CAGS... I drove it (in fourth) all the way to exotic muscle an just had Merle install the skip shift eliminator on the spot. Problem solved! Didn't have any issues with it since.
.....but I've had this happen in my 90. The set screw, 3mm allen type, in the reverse collar loosened up and when I pulled up on the reverse lock out ring the linkage rod didn't move. I know that ring/collar thing was disconned at some point in the C4 production and replaced with a "crash thru"......proly because that collar is cheap plastic and the threads strip out on the set screw....ask me how I know!:o
My first though would be the CAGS....pull the plug.
Ok I will try these things but the plastic piece I pull up on used to pull itself back down now there is no resistance on the way up and it will not pull itself down I have to push it. And still does not unlock my gear. All other gears work perfect.

Not entirely true. While it does make for a tidy installation, it also contains a resistor (on years that need it) that fools the car's computer into thinking the CAGS is still operational. That way there's no trouble codes thrown.
