Default steering wheel slop

My '89 developed a loose tilt steering column. I took it all apart (using info from the forum, thanks everyone), tightened the 4 torx bolts (put loctite on them), checked the pivot pins (they were okay). I reinstalled everything but I still have play in the steering column. Could it be the steering lock shoes? Can you buy them? I can just about do this blindfolded now. Any input would be greatly appreciated.

its the pivot pins, while they may look ok they are most likely bad. If you didnt have to hammer them back in than they are to loose. Just did mine thought they were ok, put them back and still slop. Pulled apart again put in new housing with new pins and perfect..Ecklers has the housing in stock....G

I don't think its the pivot pins-had to hammer them back in-there is no side to side or angle movement-just up and down movement-if I put it in the lowest tilt it has no movement-it varies in movement depending on what tilt location it is in
