Remove license plate and reverse lights. At this point you can reach in and change the inner tail light bulbs. There is a small tab on the side of the socket. Press the tab and turn counter clockwise about a quarter turn and pull bulb out. Some people say you can reach the outer bulbs from under the car. I have never tried that method but it may be worth a shot. The only way I know is to remove the inner tailights and reach through the hole to access the outer bulbs.I think the tail lights are held in with two bolts, either 7mm or 10mm , I cant remember. It is a pain and it helps to have long, skinny arms. Good luck, Guy
The OUTER ones CAN be "reached" (no pun intended) from underneath.
You will probably have to remove your muffler rear mounting bolts to be able to move the muffler out of the way a bit.

Then you can reach up and remove the lamp socket.

I just did the outer on my '86; don't bother with a garage lift. Lay on your back, stick your hand/arm up from about the rear wheelwell area. You can shine a flashlight up and more or less see what you're doing. You'll have to scoot around to get your arm in the right position. I didn't have to disconnect any muffler stuff.
If you can find a really tall skinny kid, it's worth paying him a few bucks, especially if you're chubby (or muscular)...Same for the inners; it's a tight fit and not a job for ladies with long fingernails...(not that there's anything *wrong* with that)... :crazy:
BTW: Think about pulling the socket down and cleaning it out. They get a layer of patina over the years...The bulb might test OK but not be making contact anymore (white-ish oxide stain). There's also a dielectric paste you can coat the socket/bulb with to resist the oxidizing.
