A/C comes on when A/C button not depressed
I noticed that and find it wierd too.
I have a 92 so it may be possible that yours is different to mine - but according to my handbook the only settings that do not bring the A/C on (above 5c)are either the face position button (vents near the instrument panel) or the floor position button.
The button with both face and floor is called bi-level and brings the A/C on like you say.
Mine has the auto climate but it also has bi-level and does the same - the handbook shows both the climate control and manual heater versions, so it must be right.....
It seems wierd though that you can`t have warm air to your face and feet at the same time without bringing the A/C on, as it uses a few mpg which though not all that big a deal seems a waste especially over here in the UK where you only need cooling down about 2 days a year. I know it helps demist quicker but theres a seperate button for that anyway.
Maybe there wasn`t enough room for another bi-level button that doesn`t bring the A/C on!
I think I wish my car had manual heater control like yours, there don`t seem to be enough heat settings on the climate control. 85f is nice til it reaches the tepmperature, then it starts blowing cold air on you - but 90f just roasts you alive, so you have to turn it back down anyway

with both posts. My 94 operates the same as per the book.
