The Complete Dash Has To Be Removed? Sounds Like A Big Job.
Just the upper dash pad that runs across the entire windshield...you'll need to remove some of the bezels to access the hardware that holds it down. Do not try to force any of the parts...they are old and will crack.....quality replacement parts are expensive. Take your time and you'll do fine.

lay your head on the seat and look up at the trailing edge of the top pad, will see a string of screws from side to side...also several (4 IIRC) screws in the front center vent next to the windshield...put steering wheel in full down position...grasp corner of top pad at drivers windshield pillar and pull straight back (horizontally)two inches...go to pass side and grasp near pass pillar and pull back two/three inches...go to drivers side and pull pad back another two/three inches...go to pass side and pull pad back till free, shift grip to pass corner + center of top pad and carefully avoid steering wheel while taking pad back/up/out thru pass door (small steel clips on bottom of top pad are not friendly to steering wheels/etc)
the spring clips do a good job of retaining the top pad all by themselves...i have not even bothered with the screws for years, ez to just yank the top pad for d/c (dustin and cleaning), pad has never moved while in "play" mode
