I noticed that my original negative battery cable was disconnected and an aftermarket was used and connected tot he engine block. I believe I have some grounding problems so I bought a new AC Delco negative cable. In addition to the battery connection, there is a short balck wire which I presume gets grounded to the chassis somewhere. There is nothing specific in the repair manauls I use. Any ideas?

you will find that grounding issues will plague your very existance! 99% of all the electrical problems with my 86 were not electrical failures, but bad grounding. Also check in the distributor, there is a ground point inside for the elctronic module, clean that up too.
The negative cable should be connected to chassis and there is a ground strap from the engine to chassis ground
The factory service manual should show the location on the first page of the ground distribution diagram. If you do not have one a general rule of thumb is that the larger cable connects to the engine block, usually at a bellhousing bolt, the smaller one connects to the chassis or frame. Another alternative would be to find another 84 and inspect it visually, perhaps a forum member who lives nearby will volunteer, good luck.
