As a diagnostic, lift the car onto jack stands, press hard on the brakes then try to spin the wheel. If it's 'stuck' open the brake bleeder screw then try to spin the wheel. If it frees up quickly, the brake hose is bad. If it remains 'stuck' when the bleeder is opened, the caliper is shot.
Never had this on my Corvette but several other GM cars/trucks had the problem.

I have had this problem before on another car. When the hose gets old it will tend to collapse on itself and act like a check valve. It will let fluid in to the caliper to brake but does not let the fluid back out to to release the caliper.

I've seen it before too, not specifically on C4s but...
Wait a minute. I thought the op said both front calipers were sticking. What are the odds that both front hoses collapse at the same time. Seems like a master cylinder to me (or abs system if he has one).
It seems like corrosion biuld up on caliper slides to me. Take caliper slides out and clean them. Parts $0 labor hour or so. That is what I would try, happens on import vehicles alot
