for the (OEM) fuel regulator on a 1991 L98?

The FPR is essentially it's own gasket.

kind of what I thought but wasn't sure; the OEM housing does use those special 'anti-theft' torx bolt heads with the nub in the middle?

Yes and they go through the top part and the diaphragm. Make sure not to pinch the edges of the diaphragm or it could it tear it.
