Alotta times this can be solved by upgrading to a gear reduction starter and/or checking you starter cables/replacing them with a heavier gauge cable. Most every car I've ever worked on had insufficient gauge wiring in critical high load areas. Also triangulating your grounds and replacing you alternator cable with a heavier gauge one that runs straight to the battery instead of the starter also helps.
You can buy a high torque gear reduction starter for pretty cheap nowadays. They'll turn over 14:1 big blocks when they're hot and they lighter, more reliable, and more compact than those heavy *** truck starters they were putting on these cars.
Had a similar problem recently, depending on what you mean by 'hard start.' Mine would start but die instantly or run very rough. Replaced the ICM and it seems to have fixed it.
88's don't really have bad injectors on the electrical side, just mechanical.. Two things, the injectors just might be clogged, even 2 or 3 could keep it from starting easy. But, the OP says he smells fuel.. So I would check the cold start valve for leaking. The easiest way to do this is with compressed air and a air chuck with a rubber nozzle. Remove the CSV and with no juice to the valve blow air into the top, if it leaks you will feel air come out the bottom. Then energize the valve with 12 vlts. Air should flow easily out the bottom. If it checks out reinstall and let us know.
I see you altered your post while I was typing. You have zero fuel pressure loss ?? How long did you test it ??
checked fuel pressure on fuel rail, key on gauge goes to 40 psi, start motor gtauge goes to 35-36 psi, run motor 15-20 minutes shut off,gauge drops to 8-10 psi, start motor turnsa over like its flooded then starts.

checked injectors with volt meter all injewctors between 15.8 to 16.

you have to remove it to check it.. it is not a injector its just a solenoid controlled valve, it either opens or closes, the coil is a low impedance and it should read about 3 ohms.. Do you know how to check it for leaks? go back to post 7

checked csv no air going threw valve, put 12 volts to valve no air coming out bottom of valve, called chevrolet dealer, SAYS NO NEW VALVES AVAILABLE, WHER CAN I BUY NEW VALVE.

they are the hardest thing to find.. The aftermarket ones that I have bought do not fit right.. Best thing to do is eliminate it by having the chip reprogrammed for a cold start using the injectors like 89 and up

Hi Jon. I have a 1988 Corvette and I want to eliminate the cold start valve. I'm having the same problems as above. Could I change out the chip with one from a 1989 Corvette? Where can I find the block offs for the cold start valve? Thanks for any info. David

BUT did you check the volume? mine did the same thing...drove me nucking futts If you hit the fuel Volume chacker on your FP tooland it dies it is a bad fuel pressure regulator. Rule that out first before you start throwing money at it.
My FPR made 2 fuel pumps go bad so you may have to replace the pump if you are nt getting the volume it needs to run properly
Thanks for the lead on block off plate. There is someone in my town that can program the chip. I just have access to a 1989 model that I though would be easier. Thanks again. David
