I had same problems with my 87. Sometimes work sometimes not. Took it apart thinking it was gears. Turned out the radiused magnet in the housing was broken in half and jamming the motor from turning. Does yours rotate if you turn the **** when you have turned the switch on? Mine did this, I guess it would free up the magnet. I replaced the gears while I had it apart. Just one thing it could possibly be.

Forgot to mention I super glued the magnet back together, and epoxy glued it to the metal housing. Works great since.
If you can hear the motor spinning a few seconds after the lights are turned on or off, the three Delrin headlight bushings need to be replaced.
If this is a very intermittent problem, The Headlight Motor or the Headlight Control Module will need to be replaced (most likely the Headlight Motor).
