My 89 C4 has been giving me a time. When the key is turned sometimes I get the solenoid click. Sometimes after a couple of tries it'll turn over. It almost seems to be temperature dependant. Is there a switch in the console, triggerd by the shifter that could be going bad? I cleaned the battery cables. The lights do not noticibly dim when attempting to start. Also after it warms up it runs like there is a cam in it, kind of lopes between 600 and 1200 rpm. The computer says I'm getting 29 - 30 mpg. I really don't want to screw that up.
Sounds like 2 separate problems to me. The solenoid on the starter is probably bad. Either rebuild it or replace the whole starter, sounds like a simple problem.
As for the lopping, on that year vintage vette the first thing that comes to mind are the injectors. I’ll bet a new set would do wonders for that car all the way around.
Thanks for your reply. While flogging these problems, I changed the dist cap, when I pulled the coil to swap it, the bottom was all carbon tracked. I believe this was the original, so I changed it. Presently the vehicle is up on ramps to pull the starter. We've had so much rain in the past week I haven't had a chance to attack it. It looks like a major pain! The exhaust has to be dropped on that side, and you know one of the studs is going to break off.

If your saying you are going to drop the exhaust to get at the starter hold on. Although it looks tight it does come out easier than you think, it just looks like it won’t come thru. Disconnect battery before removal.
Assuming stock, no reason to drop the exhaust to R & R the Starter.
Idle surge (assuming it's still there) could be a couple of things: Vacuum/Exhaust leak - failure to respond to a/c request - leaking/plugged injectors. I'd scan it while the problem is occurring.
