Default Meziere - why not ?

Why not turn on current to the Meziere via a thermal switch, like one of the Ecklers switches supplied with the fan kits that trips at 185.

Wouldn't that enable one to eliminate the engine's thermostat ?

I THINK that the reason for not doing that is this:

With the water pump running, and the Tstat closed, you still have water flow or movement, w/in the engine; through the block, around the bores, up through the heads, and then also through the heater core, and back to the pump.

With your idea, the water will be stationary, and therefore, unable to help the engine heat up evenly; you'll get local hot spots. I don't want to sound like an "alarmist" but in my mind, I could see that leading to head warpage, bore warpage, and localized boiling.

I think that you want to keep the water moving all the time to keep heating fairly even everywhere in the engine...even if the water is NOT being cooled through the radiator.
