Climate Control Problems
When i change my setting from say heater to vent, the air comes out all over the place, at a very slow rate. It comes out on the floor, through the defroster, and through the vents. I know in my Buick, a little bit of air comes out of the defroster all the time no matter what, but its not at the rate that its flowing in the vette. When i move the little **** it doesn't seem to adjust the air flow direction. Something with vacuum?

Do i need a new one of these or can I fix it somehow?
Is this the little charcoal canister in the drivers side corner in the front bumper well?

The vacume tank is a strange-shape thing behind the left front bumper (flying saucer shape -- plate with a ball on it).
However, if it were bad (i.e. cracked), likely the engine would be running a bit funny too (vacume leak).
Before buying one, consider checking it to see if it is bad.
Simple test is to run engine, turn off engine, and listen near it for any hissing. Then gently twist and then remove the vacume hose and see if there is a 'woosh'. If there is, then it is holding vacume (i.e. not cracked) and thereby does not need to be replaced.
Regarding your 'climate control' problems -- There are 2 other things to check.
1. vacume check-valve on/under/near passenger side fuel rail -- do a search for more info
2. some versions have a vacume control module in/under the dash -- the vacume hose connectors dry out and crack -- again do a search for more info...
