SIR coil
Got the airbag out and pulled the steering wheel as well. Now I see a coil assembly that the airbag wire came from. It looks like a television yoke (round, yellow) and is inserted in the column housing. There are exact placement warnings etc. on it, but I don't know if I should just pry it out or does it interlock somehow? Have to get it out of the way to get to the broken horn part.

So you've removed a M14x1.5 nut then removed a ring retainer and now should be able to lift the Sir Coil out over the shaft and leave it hanging over the column.
As you pull up on the Sir Coil reach down with your other hand and kind of tug on the yellow harness that goes down the side of the steering column to get some slack as you pull up on the Sir Coil.
As you pull up on the Sir Coil a spring loaded locking tab will pop out of the bottom of the Sir Coil and automatically lock the wound up spring inside the Sir Coil so its position doesn't change.
If you should push on the locking button by mistake the spring will unwind into an unknown position. So if that happens when you are ready to reinstall it, you need to flip it upside down and follow the instructions to manually recenter the clock spring.

Here's a picture of the back/bottom of the Sir Coil and the instructions how to manually reset it if for some reason the spring unwinds.

I was able to remove the snap ring and gently remove the coil without any adverse effects.
(I would be aware if I heard a zinging noise if it became undone, right?)The coiled spring is floating freely in the housing. It came right off and below it i see the familiar silver round spring ring that retains the steering locking plate. I don't recall how to remove that snap ring in order to get to the broken plastic piece beneath it. I tried prying it with a sharp object, but it wouldn't budge. Do I have to somehow remove the pressure from that notched locking plate and then pry out that round clip?
Also, would you know the P/N or where I can purchase a new plastic horn attachment assembly?

Ivan PS For my information, you referred to a spring loaded locking tab that will pop up. In the last diagram, is this spring loaded locking tab the "locking tab" or the "Spring " depicted in the diagram?
One end connects to the horn buttons and the other end has a spring that is housed inside a plastic tube.
Usually the two notches at the end of the plastic tube crack so the spring no longer makes contact with the plate inside the steering column.
To remove it, you really don't need to remove the Sir Coil.
You press down on the plastic tube and turn it counter clockwise and it should release upward. Then just pull it out. To reinstall it press down and turn the plastic tube clockwise and release it.
The first picture shows the complete horn lead.
I think the second picture shows a close up of just the plastic tube. Notice the end how it locks in place.
Corvette Central shows the part is for a 84-89 but it appears the 90 is the same. They call it a Horn lead.
Sounds like it's a generic part since Pipe says Autozone sells it.
