how do you know if your headlight switch is bad?

how do you know if your headlight switch is bad?
i pull the switch out and the lights go up but they do not go down? i replaced the relays and still the same thing? im thinking its the switch how could i test it? thanks rob

I know this is an old link but didn't want to start another one on the same subject. I got an extra headlight switch and need to bench check it for operation. Can I do an OHM check and what do I need to know if I can, i.e., switch on/off, what terminals to touch probes to, etc... Thanks.
