Steering Gear?????

Steering Gear?????
$.02 anyone??
1996 LT1 CE, 74k miles, Dealer informed me of two issues,
1) water pump: for which they wanted $845 to fix
2) Steering Gear: somewhere in the range of 1000 to fix,
got the car home and the steering is essentially locked in place, seems to be shooting the fluid throughout the engine bay.
local friend/mechanic says he will put on the water pump for 300 bucks but I am less familiar with this "Steering Gear"
any advice, prices etc??

Steering is rack and pinion, which rarely leak. I would check for a hose leaking. The dealer prices are ridiculous. The water pump is at most a 3 hour job and the pumps are not that expensive. Hope this helps.
