If you know what vats code you have it is easy to bypass the vats system. First find out the code and then look up the resistance for that chip (can be found on the web). Wire in a resistor with the same resistance and it will never trigger the vats.

A lot of the VATS bypass modules have 2 outputs - one for 50 Hz and one for 30 Hz (I think). The 50 Hz is used for LS engines and the 30 Hz is intended for the LT engines. if you have 4 wires on your bypass module make sure you are using the right output. The other 2 connections are for ground and switched power (hot in start and run - normally a pink wire). There should be a wiring diagram or instructions with your bypass module that will tell you how to hook things up.
Edit: since the engine is on a stand just wire the VATS bypass power to the 12V source for testing.

You can also have a chip burned to eliminate the VATS functions all together.....get a tune to match your application while your at it.
Keep in mind that a starting/stalling issue might be another fuel delivery issue other than the VATS.
