Default Crankshaft Pulley
I have my serpentine belt off and all the pulleys spin fine except the crankshaft pulley. Is this correct or should the crankshaft pulley spin too?

If I understand your question correctly; No the crankshaft pulley is bolted to the crankshaft. Only turns when the engine is running. The crank pulley drives all the other pulleys.

That pulley drives the entire pulley system, so no, it shouldn't turn. If it does you are in big trouble.
